Analitika – Center for Social Research (www.analitika.ba) in cooperation with Zentrum für Demokratie Aarau (www.zdaarau.ch) at the University of Zurich will be implementing the research project “Ethnic Quotas and Representation of Minorities in Local Politics in Bosnia and Herzegovina”. Set for years 2012 and 2013, this project aims to answer several important questions relating to the effects of 'ethnic quotas' on the issue of political representation of minorities at the local level in Bosnia and Herzegovina. More precisely, the research focuses on practical implementation of ethnic quotas and corresponding political strategies developed around this mechanism. Furthermore, the aim of this project is to evaluate the extent to which quotas affect actual representation of minorities and their inclusion in decision-making processes at the local level, especially in policy areas that may affect them.
Candidates are expected to:
1. Be currently enrolled in a PhD program in political science, sociology, law or related fields, with knowledge and research experience in the fields of electoral systems and political representation of minorities, with s particular focus on Bosnia and Herzegovina. Alternatively, MA/Mphil students with significant research experience and academic papers published in academic journals and/or books within these fields will also be considered.
2. Have at least two years of experience in respective fields.
3. Have an excellent knowledge of one of the official languages in Bosnia and Herzegovina (oral and written) and an excellent knowledge of English.
4. Be capable of working independently on research projects; show initiative and be capable of working in a team; have strong analytical skills, be ready to travel, have excellent organizational skills.
Specific research tasks are:
1) In depth analysis of legal documents (constitutions, Electoral Law and amendments);
2) Critical Discourse Analysis of the pre-electoral campaign for 2012 local elections;
3) Analysis of public discourse surrounding past local elections, including relevant media coverage – in particular pertaining to the amendments of the BiH Electoral Law (introduction of the Chapter 13A establishing the quota principle);
4) Conducting interviews with actors involved in the process of introduction and implementation of ethnic quotas;
5) Writing the analytical report.
Duration and conditions of the arrangement:
1) Start of the research is set for 1 April, 2012 and its completion for 31 July, 2013.
2) The research fellow will be employed on a part time basis, 15-20 working hours per week depending on project requirements.
