Training Course on Minorities and Conflict

ECMI and the Initiative on Quiet Diplomacy have designed a new training course on minorities in conflict related contexts.

The first of its kind will take place at Flensborghus (Danish Minority Cultural Centre) in Norderstrasse 76, Flensburg, Germany on 3—6 July 2012.

The course responds to an increasing demand for specific courses on minorities in conflict situations. The intention is to strengthen practitioners’ knowledge and capacities to address the dynamics of minority/ies – majority/ies relations in contexts of conflict.

Minorities and Conflict seeks to respond to the needs of a variety of practitioners, including:
Young diplomats
International organizations’ officials
NGO representatives

The training course will assist participants in understanding and assessing the role of minorities in conflict related contexts.

The training contents

The course provides insights into different types of conflicts and the various management approaches that are employed across the globe. By examining the types of actors and institutions involved in conflicts the course provides an overview of existing international protection regimes, dialogue mechanisms, and options and techniques for quiet diplomacy.

At the end of the course participants will be able to:
Demonstrate competency over the key issues of minority rights protection (ethnic diversity, social complexity, and etcetera), including knowledge of international protection mechanisms
Describe contemporary inter-ethnic conflicts’ structure and dynamics
Identify and address the potentially dangerous dynamics of the minority/ies - majority/ies paradigm in conflict related contexts
Apply theoretical knowledge and practical skills for diversity management (linguistic, religious and cultural, and etcetera).

The course will be offered in English. Certificates of attendance will be awarded to participants who complete the course.

The training methods

Minorities and Conflict is composed of different methods and building bricks:
Face-to-face delivery
Interactive sessions and a tailored case study
Round-table discussions with well-known experts and personalities on minority rights and inter-ethnic conflict management
Standard sessions on minority protection regimes and diversity management
Tailored training elements in accordance with participants’ needs and future assignments

By participating in the training, participants will receive a dedicated set of materials relevant for their work.

Course fee

The course fee (2000 EUR) includes resource persons’ costs, background and training materials as well as official course dinner and refreshments during course breaks.

It does not cover travel or accommodation. Participants are responsible for their own travel arrangements and associated costs (visa arrangements and etcetera).

ECMI & IQd are available to provide assistance on visa arrangements if needed.

OSCE HCNM 20 Years Event

The organizers are pleased to announce that on Friday 6th July the inaugural training course programme will be concluded by the "HCNM 20 Years On" Conference to be held at the Flensborghus (Danish Minority Cultural Centre). Organized on the occasion of the 20th anniversary of the establishment of the OSCE High Commissioner on National Minorities (HCNM), the conference will benefit from the participation of Ambassador Knut Vollebæk, OSCE HCNM. The programme will feature presentations from eminent persons and include a final round-table discussion with the OSCE HCNM.
